Why their schools are worse? Why their environment is worse?

>Race has nothing to do with it. It is the home environment, the neighborhood, the schools, and much much more. My point was that you cannot blame the court system and the police for the disproportionate number of blacks incarcerated (which I understood was your point in posting the link).
