Well, I am not sure of the particulars, but you probably get limited support (ie. none). You are also probably not allowed to distribute EXEs to other workstations in the company. Now, you may be able to, but it might be as illegal as developing on a pirate copy of VFP...

I guess you should check the Microsoft site for restrictions.

According to Provantage it is the full upgradeable version with the entire feature set. If I want to distribute applications as exe in the future, I suppose I could upgrade.
