No, it never mentions a draft and it doesn't even suggest one. That is typical military funding speak (I once typed speeches and reports for a General and I had to review a lot of documents). There were a couple of phrases not specific enough to suggest it may considered behind the scenes though (see the bottom of what I typed) I read these statements regarding force levels:

maintain the quality and viability of the All-
Volunteer Force....In order to sustain our force we must offer
dynamic incentives that attract quality recruits to meet our recruiting
objectives for 2008 and beyond.....In order to Transform we must help balance our force and increase capacity to provide sufficient forces for the full range and duration of current operations and future contingencies by growing as quickly as possible;


The only plan not spelled out is:

and integrate the Grow the Army initiative

which could be nothing more than enlistment incentives.

and:

The Army is executing a tightly-woven plan to support this growth,
and we are executing this plan concurrently with the 2005 round of BRAC
and the Global Defense Posture Realignment


BRAC is the closing of bases and realignment of troops to other posts (a perfect example is Fort Bragg - it has grown exponentially due to BRAC)

However, no specifics of the 'PLAN' or 'Grow the Army Initiative' were written in the document that I read. Typically, that is new advertising and $ for enlistment/re-enlistment bonuses.

You may be right in thinking there may be a movement to bring back the draft. There has always been a movement with that very goal in mind. However, the paper I read doesn't support your statement.
