This was long ago, so I can't recall exactly what I made blink, but it did look cool. As far as labels, maybe he just wants it to blink like every 30 seconds or something. Not sure if it really matters much if his users like it then why not give it to them? Pretty easy to turn it off later. Or better yet, give the option to have them blink or not at the user-level.
