You can add "Print When" logic to each of the items in the detail head and footer bands based on the "Target Alias" for that band: NOT EOF('CursorName'). That should suppress the objects in those bands.

Another option if you are using SP2 is to use the new Advanced Properties feature to suppress those objects under certain conditions. Just be aware it requires the use of the fxListener in the FFC directory.
