Stuart, if they really, really want to do it that way, you might suggest a modified wiki- check out
http://fox.wikis.com with its integrated search, "what's new" etc etc options.
Alternatively you could offer an app that generates the whole static ensemble using a web template supplied by them and that they can change at any time to regenerate everything without having to revisit every page.
To do everything manually seems daft. They need a web designer and lots of $ if they insist on it.
