Addington is Cheney's chief of staff and legal counsel. He's the one who's said to author/direct the signing statements and is reported to be the big player is directing the Yoo/Bybee torture memos position / Geneva Convention punting / new treatment policies. Cheney can certainly take credit for that. Along with Bush. Plus, Scooter was working in Cheney's office at the time of his indictment. Whole lotta chicanery going on in that office. The FISA end-run is interesting. You had the FBI director Mueller threaten to resign along with dozens of others if the surveillance methods put in place by the admin were "not made right".
