tu no necesitas ninguna licencia lo que pasa es que tienes que revisar tu instalacion estos controles se instalan cuando tu instalas la version de VFP.
Checa tu instalacion o reinstalalo todo otra vez y asegurate que todos los ole y active x controles esten instalados
