Recently, something new has occurred. If I compile our application (this only happens to one of the many) and then attempt to run it outside of the IDE, the application fails to start. It is worse then it appears, it does not even try to start. The icon flashes on the double-click but nothing happens.

I have looked at the system event logs, but there is nothing there. Not even a note that application even attempt to start.

Does anyone have any suggestion as why, how, and what can be done to resolve this?
