Yes, but if the DNS lookup takes a noticeable time, your connection already sucks :(
My connection, courtesy of the TELECOM company monopoly sucks big time, so I know. It always takes me 3-4 page refreshes to just get the dns lookup to work.
I guess the dns lookup "lag" gets compensated by the fact that if you i.e. ping Google, you usually get a host nearest you, internet-wise, (the shortest tube?) and there may be some other kind of checks, like not serving a downed server IP, or selecting a less loaded server.
