The problem is far bigger than that.

How do you tell people what peace is, if all they have experienced in the past is war? They do not have any idea on how to build a secure, safe and democratic society. something we take for granted. For all western countries it was a slow and painfull process. How do you expect you can just go into a country a implement all of that in a few years. I just cannot be done !!
