I think the whole legal authority for the 'no fly zones' was wrapped in that and that included more thoroughgoing intervention.

But of course international 'authorization' - like God - is on the side of the most artillery <s>

>I'm no expert but I thought that resolution 678 authorized the use of all necessary means to enforce resolution 660 to force Iraq to cease certain activities that included threatening international peace and security as well as the repression of its civilian population (see resolution 688) and threatening its neighbors (see resolution 949). Wasn't that part of the justification that congress signed off on (the authorization to use force) in Oct of 2002?

Though a good deal is too strange to be believed, nothing is too strange to have happened.
- Thomas Hardy

Half the harm that is done in this world is due to people who want to feel important. They don't mean to do harm-- but the harm does not interest them. Or they do not see it, or they justify it because they are absorbed in the endless struggle to think well of themselves.

-- T. S. Eliot
Democracy is two wolves and a sheep voting on what to have for lunch.
Liberty is a well-armed sheep contesting the vote.
- Ben Franklin

Pardon him, Theodotus. He is a barbarian, and thinks that the customs of his tribe and island are the laws of nature.
