I think the Europeans thought it wasn't their problem. Iran would destroy countries that weren't so far removed from them before it became their problem. In the meantime, cha-ching.

Didn't the long, unsuccessful war with Iran and the unsuccessful invasion of Kuwait disabuse him of any notions of being even a regional power? Or is that exactly what made him unstable and dangerous?
