"Not the sharpest pencil in the box" might be heard uttered in her immediate vicinity - frequently. The system has allowed this to happen. If the legislature adopts my proposal, the punishment will become progressive, instead of the same for every occurrence. I guess the legislators never took Psych 1101...but I did, and then some. I'm trying to get them to pass a law that says a person can never receive the same, or a lesser penalty upon conviction. After a 10th misdemeanor conviction, they should move into a felon status - what we call a class E felon. If they keep going, maybe we should just grind them up and feed the fish.
