I think Viv hit the nail on the head....a bike with an electric assist motor. Very economical and you don't have to deal with the potential licensing problems of a scooter. I don't think a lot of the folks responding understand your "over the hill" reference but, if I undestand correctly, it's that once you go over the hills surrounding LA then you're into desert style temperatures, kinda like Washington where central WA is 30 degress hotter than the Seattle area.

Take a change of clothes and a damp towel.
