I am not a Citrix engineer. I've just dealt with it enough to have a decent understanding of the process. The last 2 places I've worked at handled it differently. One place used the Universal Printer Driver supplied by Citrix. The other place used Screwdriver, a 3rd party product for handling printers on Citrix.

The goal of both products is to allow Citrix to decide what driver to use on the Citrix server based on what drivers the user has loaded locally. I'm not sure how to configure either product, but it sounds to me that if it's not configured correctly, you would get delays.
