To show 6000 places on one screen would be a challenge (IMHO). Have you considered sub-dividing the 6000 places into groups or categories or sub-location? This way, you can have a map of fewer places and showing in each, for example, the number of those who didn't pay the fee. Then, perhaps, being able to zoom into the sub-category and see a smaller number on the map of those specific that didn't pay the fee.
