Getting an error that the file is not found on this:

lcXML = FILETOSTR(lcSdlUrl)

Where lcSdlUrl = "http://www.foxcentral.net/foxcentral.wsdl"

I can go to that URL, but I'm not sure if what I'm seeing there is what I should be getting. I'm using Rick Strahl's sample code and just trying to get it to run so I can then use it for something else.
