Today, the 2 main development technologies are dotnet and java. I would assume that they would also be the majority techs used in anything behind the scenes.

Or maybe LAMP, or Cobol for banking stuff? But if you look at the Wikipedia reference I gave, perhaps you'll agree that technology is not the focus at all. That's the point.

The rest of your post seems to be separate from what I posted. I'm referring to Cloud/SaaS; you're describing the bespoke development market that has been the norm for a very long time, just as the horse and cart was the norm for a very long time until that dastardly Henry Ford interfered. ;-)

Just to show I can see both sides of the story: check out http://www.joelonsoftware.com/items/2008/05/01.html ;-)
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us.
