I've reviewed both files in Hex mode and they are exactly the same. Is there something I'm missing?

I've been beating my head against this brick wall for about 2 days, off and on. It just doesn't make sense to me that the only difference that I'm aware of is that one file is created in JAVA the other is created in VFP. One works, the other does not and as best as I can tell they are exactly the same.
