How can there be protection? These guys are the ones who pass the laws. And I've heard/seen that when one party employs these tactics, the other party might act extremely upset, but they won't pass laws against it. So they can do it the next time.

Wasn't it earmarks that the dems were supposidly outraged about a couple yrs ago. And passed a law right after the 2006 elections. But had so many holes in it cause people in their own party like Murtha rely on earmarks to continually get elected.
