Actually, no, that wasn't what I was referring to, though some of that is pretty nasty.
The Motor Voter Act, back in the 90's, that required states to allow voter registration when someone gets a drivers license, also made it much tougher to remove people from the voter rolls. The result is that there are a lot more people listed who are dead or no longer live at the specified address.
