The Navy is governed under a system called NMCI.
They control all software that can run on their network.
So the front end for web development was ColdFusion for us, as the other NMCI options just did not work for us. We have more people familiar with that environment than the other options that were available.

I must say though that now that the system is up and running, that I am impressed with the speed of the web interface. It has been a very good move for us.
