Nothing new here, this problem is as old as mankind, and can be easily solved.
If you are going to go around conquering countries, just do as the Romans did, sell them as slaves in each mayor american city town square, or have them killed in a major public event (if no coliseum is availble, just use the nearest football stadium).
Problem solved.
After all, the world is divided into human beings (aka "Citizens"), and enemies. (or if we get them, property.)
