Why not establish a system where voters will at least cross checked via IRS database / SSN ?
Dead man voting would raise red flags quite often as date of death will be reported to be rid of tax forms or to assess inheritance taxes.

Checking on everybody not already on these lists should be a task magnitudes easier.
