Cross-checking should be done with as many lists as possible: Matching up any registered voters should generate a hit on more than one list. Dead men voting would often be caught at least afterwards in runs one month and one year later. Also you would get through basic datamining a few scores signifying the possibility of non-existant people or those voting when this priviledge has been suspended. Examining these registrations in more detail should be more effective - data mining works.
