The real failing probably lies with Dartmouth's administration. She quit, so there's nothing they can do now, but when the issue arose at Dartmouth someone there should have read her the riot act.
Unsurprisingly, it seems she's having trouble retaining a lawyer willing to take her case. I think the students, as a group, should get a lawyer (even if it's pro bono or a law student at the school) and send her a letter threatening to sue her for harassment, mental distress, or whatever. Stupidity is not illegal, though it may be tortious < g >
