That is weird, you know.
Why these users didn't try to install MS Office w/o installation or registry issues?
All applications have some specific needs and if the company is what I think it is (because of limited users) it should have ADMINISTRATORS!!!
They should install your application using THEIR privileges and register all your application needs. Then application should run in limited user mode.
That is only my opinion of course.
