Firstly, look what Jim said you and set modal form in Form's designer. Secondly, add timer to the form (in designer too) with Interval=7000, and don't touch it anymore (I mean don't try Reset). This thing should work Ok, i.e. it will start, stay on top and close down in 7 seconds, and only after this, the program will go ahead.
