I had this problem the other day. In my case when I even tried to OPEN the database I got the error and the database would not open. I eventually had to restore the database files (NOT the tables or index just the DBC related files) and then was able to VALIDATE DATA.
As to cause...who knows? I see them mainly on databases with a large number of stored procedures and triggers.
