Since you may not want users to have access to that, it's turned off by default. To turn it on, choose the Data node in the Configuration Utility (under the Configuration node) and set the User Can Edit SQL Statement property to True.

Nothing is lost when you install a new version. If there are any changes in the structures of the reports or data dictionary tables (depending on which version you're upgrading from), those changes are done automatically. We use a little tool called SDT to handle data structure changes {g}.
