Can you turn resource off - SET RESOURCE OFF?

>My customers are sometimes closing the report preview tool bar. When they return the toolbar no longer appears. I found where it gets turned off in the resource file but it would be a pain to code checking that and changing it every time they kill it, especially since there is one record for each report FRX in the file. Is there any easy way to always make the report preview toolbar appear? I have the system menu turned off while they are in any form but I could turn it back on just before the preview and activate the proper command then turn it back off but what would the command be?
