As I like to say problems occur when "variables don't (vary) and constants that aren't (constant)". Declaring constants as PUBLIC variables is a case of "constants that aren't" -- that is they are susceptible to change when logically they shouldn't. The other problem is when you try to pass these "constants" as parameters -- the variable gets hidden within the called context, so some of your constants could "unexpectedly disappear."
