A height of a report field is determned by its font. IOW, a field with bigger font will be taller. You can try to put a shape with the hight of the taller field and appropriate color under the shorter one.

So in my report I have the fields the same size. But when I run the report, the column with the larger font size looks like it has one solid background color for the entire column.
