Try the whole path:
lcWavFile = "c:\windows\media\ringin.wav" && or whatever the path is to the file
SET BELL TO (lcWavFile)

According to help, you can point to the windows media directory using:
SET BELL TO (ADDBS(GETENV('windir')))+"MEDIA\RINGIN.WAV"
