The welfare to work program was supposed to be one solution for this. Sadly, some families (1 or 2 parents) had already dug themselves into a hole too deep to get out of by having so many children that they couldn't hope to afford daycare so they could work.

Obviously job training (for a job that may actually be available and attainable) is the biggest hurdle to cross. Along with that comes a good work ethic and a desire to work and be productive. Sometimes attitudes and habits are so ingrained after so many years that the focus would only succeed if it was on the children and not the parents. If you can't change the attitude, ethics, and beliefs of the parents then at least change it for the child. Stop the generation cycle of something for nothing.

Now, where to get the money for that and how to get people involved in the process who care and are themselves productive.
