I was under the impression the whole thread is a hypothetical, a virtual government of a virtual land, and even there it's only a government in the shadow. Don't know if that's the expression used elsewhere, I'm sure the people here don't use it - it means the ready government that the party (or a coalition) which is not in power has ready to jump in if the incumbent government falls. Which may not happen, or the coalition may be completely reshuffled when it does, but such shadow governments are exercised by many parties around the world. Gives the incumbent government the warm and fuzzy feeling that the competition is breathing down their neck ;).
So I figure this UT government would be such a shadow gov't by a nonexistent party.
