Yes. But the dreadful truth is that since it won't be going to a referendum or even probably to a public debate, it will probably be passed by the mayor's lackeys on our useless city council.

Being a 'cat' person, it reminds me of back when they decided that cats need to be licensed. Ok, fair enough, but their argument was that there are too many strays and if cats were licensed, they could be returned to their owners. They apparently believe that cats become strays simply because they wander off and get lost (an epidemic of lost cats), and not because they got turned out when they stopped being kittens. I think they believe that if somebody doesn't want their cat any more, they'll kick it out, but let it keep the tags so it can be traced. My cats all have microchips and tags, but according to municipal government literature, that's simply not good enough. They need tags bought from the city because... well, I guess because those tags are magic.
