I haven't used it, but a number of people here have had excellent success with the free Inno Setup (
http://www.jrsoftware.org/isinfo.php ).
It is apparently quick and easy to learn, so much so that some people have learned the product and created a successful setup in less time than it would have taken to debug their problems with InstallShield or whatever other product they were using.
