In Vista you can't copy files in Windows folder.
Just leave the OCX where it is and register it there:
lcOCX = FULLPATH([MSCOMM32.OCX])
lcRun = [RUN RegSvr32 /s ]+lcOCX
&lcRun
but I can't test this right now, just I am not sure if you can run regsvr32 if you are not run your application as administrator
