In addition to querying to see if a software install has been registered, I want to be able to update the table whena new user has registered the software. I don't have any control over the workstations that the software will be installed on. I'm making the assumption that using a simple free table with foxpro would be the best route.

Sounds to me like FTP or HTTP copying the table to/from the webserver and making updates locally would be the simplest, most secure way to do it.
