What happens if you insert a DOEVENTS somewhere between the line where you're assigning the output buffer and the line where you're trying to read the input buffer? You probably need to release the timeslice to allow the CPU to process communication with the USB device (similar thing happens with WinModems and USB modem which lack a UART and use the CPU to handle input/output stream).
