Well, people have often enough a hard part, accessing existing web services. Setting one up seems even more out of the way. In fact you can consume a self made web service with vfp quite easy, as the client side code is ideal for web services deployed by the soap toolkit.

By the way, consuming your own webservice you should take a look at the xml web service tab of the task pane. It will give you code for accessing it.
