Sorry - I meant to give an example, and then forgot.

Well, for one, Adobe Acrobat would work. I understand there are also free solutions, but I didn't research in detail. I have seen the case of Adobe Acrobat; after installing it, some programs, including Word an Excel, receive additional menu options specifically designed for conversion to PDF. A generic solution is also installed: an additional "printer" with a name that includes PDF. When this "printer" is selected (as default printer, or in the print dialog), and the document is "printed", then the user is asked for a filename. In my experience, this generic "printing" from Word is much faster than the specific conversion - but some details get lost, notably hyperlinks.
