Also, under you circumstances, you would be in our country, and investigated by law enforcement. These guys aren't in the US, so the military is handling it. Once you put foot on our soil, law enforcement deals with it, and there is a whole other set of rules that apply. That is the main reason these people haven't been imported to a local prison.
