I think that if the merchant doesn't ask for proof of identity with photo, they should be held responsible for fraudalent charges. Of course, how to handle online charges? There is the 'Verified by Visa' system for that which password protects your online purchases per card number...and of course, the merchant has to be a participating member of 'Verified by Visa' in order to use that.
