I use the Toolbox. I have a filter set for each project I'm working on, and I set up a category for my forms classes. Then, I can create a new form by right-clicking on the right form class and choosing Create form.

I also use the Toolbox for putting controls on forms. I find it much, much easier to work with than the Form Controls toolbar.
