They'll have to tread carefully. The kids don't know anything about legal or illegal. They grew up there, and now they want an education. All that's going to happen by barring them is to create a poor underclass that will increase the crime rate. They certainly won't be chased out of the country by this. You want an even higher crime rate, this is a good way to go.
