After a long delay (for many reasons -- there several parties involved in this project) we finally settled on using the Cerberus FTP Server for FTP/SSL. Thanks for your input, it was quite helpful in researching solutions for this.

>If you want to go that route, the toolkit can generate private/public key pairs. Again, if you want to go that route I can probably dig up some client-side code I used in VFP to automate PSFTP.
