I do not issue any CLEAR DLLS commands in this project.
I did download the latest version as per Sergeys suggestion (filename: ctl32_20080609.zip), however the CtlVersion property on the SContainer class was still 20061010 and we are still experiencing the "File 'apiheapfree.prg' does not exist." issue.

Should I issue a CLEAR DLLS command? Or is there something else I should be watching?
